Palatal myoclonus is an involuntary rhythmic contractions of the soft palate.  The contractions are very rapid as in this example and occur as in this video up to 150 times a minute.   The etiology of this condition is not fully understood.  For more information go to:  http://www.ninds.nih.gov/disorders/myoclonus/detail_myoclonus.htm
